Introduction



The HRM/HRD Regional Meeting was organised by the ITU/BD, in collaboration with

the Ministry of Communications and Information Technologies. The theme of the

meeting was “The Role of HR as a Facilitator of Change in the Organisation” , and

included the following topics:



 Re-engineering of the HR function;

 Aligning HR to organisational changes;

 Right-sizing HR;

 e-HR Management.





1- Proceedings



The three-day meeting was attended by 32 participants from 8 countries, representing

14 organisations and 1 representative of the ITU-BDT.



The HRM/HRD Regional Meeting was declared open by Dr. Rufat GULMAMMADOV,

Chief of Sector, Ministry of Communications, Information and Technologies.



The ITU was represented by Mr. Jean-Claude Faure, HRD Officer, from Geneva.

The meeting was chaired alternatively by Dr. Rufat GULMAMMADOV and Mr. Bakhtiar

N. MAMMADOV, Head of the Legal and Human Resources Department



A full list of participants can be found in Annex 1 and the list of presentations in

Annex 2. The agenda of the meeting is attached as Annex 3 and the

Recommendations as Annex 5.



The current ITU Human Capacity Building Programme (Programme 5) defined by the

Istanbul World Telecommunication Development Conference was presented to the

participants, as well information on the forthcoming ITU worldwide Human Resources

Symposium to be held in Bahrain.

Two afternoons were scheduled for working group topics with two groups discussing the

same topic in parallel. These topics were: (1) Where are we implementing effective

changes? Regional Mapping of Current Challenges; (2) Where and how do we go from

here; Competency Management and Career Orientation.



A plenary discussion was held on the third day, in order to identify Regional

Expectations and suggested contributions to the future ITU Regional Activities dealing

with Human Resources issues. The results and recommendations of these topics can

be found in Annex 5.



Key contributions to the documentation prepared before the meeting have been

provided by 6 participating organisations that wished to share lived-experienced

practices from the Region.





2- Hospitality



The meeting would like to extend its sincere gratitude to the Ministry of Communications

and information Technologies for the excellent organisation, facilities and very warm

hospitality it received, as well as for its kind invitation to a social event celebrating the

end of the Regional Meeting.





3- The future of regional meetings



The participants discussed the value and usefulness of the bi-annual HRM/HRD

regional meetings. The meeting unanimously stated that these meetings were

extremely useful and should be continued. It was also suggested that in-between the

meetings electronic media should be utilised in order to establish a regional network of

HR Managers. The ITU was encouraged to continue its efforts in this regard by

arranging virtual Fora for HR Managers.



The Meeting decided that in view of the rapid changes in the ICT Sector, the theme for

the next event would be decided at a later stage. Several delegations showed their

willingness to host the next HR Regional Meeting, subject to their Governments’ and

Managements’ approval.





4- Observations



It must be noted with appreciation that the participants dedicated themselves totally to

the programme and discussions in a most open and frank manner. It was felt that this

sharing of information and experience, particularly in difficult times for the telecom

sector, demonstrated everyone’s commitment to improve not only the transformation

process witnessed in telecom organisations but also regional cooperation amongst the

various players of the industry.

The meeting also noted that 30% of the delegates were women. Their participation was

extremely dynamic





5- Evaluation of the meeting



The interest of this meeting was rated very high by all participants who found the

opportunity to benchmark on a number of HR issues, in the framework of the current

evolution of the Telecommunication Sector: Due to the diversity of the participating

organizations (Ministries, Regulators, Operators, Universities and Training Providers)

each HR subject could be addressed in the framework of the fast and continuous

(changes??).





6- Acknowledgements



We take this opportunity to express our profound thanks to our host, the Ministry of

Communications and Information Technologies for their total support to ensure the

success of the meeting. Mention must be made of the logistical and secretarial facilities

that also ensured the meeting ran smoothly.



The participants leave Baku with warm memories of the friendly and hospitable people

of Azerbaijan.
